She finished her 6 months treatment for breast cancer and everything was reported normal for 3 months then she started to feel pain in her backbone again and when doctors tested again then it was bone cancer. Now she is having first of 6 kemo therapy.

More likely, the situation is breast cancer that metastasized to the bone not primary bone cancer. In other words, the cancer in her bones came from the breast cancer and has characteristics of breast cells not bone. Breast cancer metatases are not uncommon, you can get standard treatment from most major hospitals. I agree that this sounds more like breast cancer spread to bone. Sometimes biopsy is worthwhile to confirm but in some circumstances starting treatment is OK without one. For treatment, chemotherapy will treat the whole body, it may not relieve her pain. If it doesn't, then radiation treatment can be helpful at relieving her pain. I hope your friend feels better soon!
